GLC Global Consulting has pioneered work on social and economic policy, including education and labor policy and skills training; regional, local and community development; youth and women employment, entrepreneurship, and access to finance.

Our experience includes comprehensive recovery measures benefiting conflict-affected populations and resilience to radicalization and violence, as well as infrastructure, complex design and construction management.

 

Geographic regions we have worked in cover the Africa, Europe and Central Asia, Latin American and the Caribbean, Middle East and the US.

Our Team

Gloria La Cava, PhD

During her tenure at the World Bank Group (WBG), Ms. La Cava led the preparation and implementation of large multi-sectoral investments such as the Croatia Social and Economic Recovery Project and the Tajikistan Socio-Economic Resilience Strengthening Project. She spearheaded innovative analytic and policy work at the WBG and led the social response to the Arab Spring and  to the post conflict phase in the Western Balkans.

While in Italy, she worked in a technical expert group responsible for designing the Ethiopia Country Program of the Italian Development Cooperation at Istituto Italo-Africano.

​

Ms. La Cava is a Senior Social Scientist with a PhD from New York University and was a Professor of Latin American Studies at Pontificia Universidade Catolica of Rio de Janeiro, Brazil. She subsequently obtained an advanced certification in Rural Research and Rural Policy at the Institute of Development Studies, University of Sussex, UK.

She  has lectured in several American, Arab, European and Latin American institutions and has published her research and policy work in several languages. She is fluent in English, Italian, Spanish, Portuguese and French. 

Stephen Dalton, AIA

Stephen Dalton, American Institute of Architects (AIA), oversees all aspects of Infrastructure, Design and Construction Management including program development, procurement, tender solicitations, architect and engineering selection and management, site analysis, contractor procurement, construction phase coordination and dispute resolution.

He has worked for governmental and private developers in navigating complex design, approvals, permitting, and construction management of commercial, residential, infrastructure, hospitality and site development projects. 

 

Mr. Dalton is a graduate of The Graduate School of Architecture and Planning at Columbia University in the City of New York. He is a Registered Architect and Certified Arbitrator with the American Arbitration Association. His experience includes practice as an architect, president of one of the largest general contractors in the US and developer manager. Mr. Dalton has completed over $1 Billion (USD) of projects.
